How do you get a command prompt to open onto C:\ in Windows 7?

when I enter open the "run" menu and enter "cmd.exe", it starts at "C:\My Name", not C:\, which I need. I used to be able to do it with the "cmd here" powertoy for XP, but I updated to 7 Home Premium. Also, I need to do this to use MinGW.

Update:

Also, how do you navigate to a folder inside?
