If California put a ban on importing gold, silver, copper and chrome. Where would California start mining to?

get each of these 4 metals? I know it is a ridiculous question, but does California have the ability to get all of these sources without having to import them?

A State can't do such a thing. But otherwise gold and silver mines in California have been depleted for years. Gold, silver, and copper could be mined in some areas from limestone deposits but wet chemical extraction would be needed. I do not believe there is any viable source of chrome in California other than extracting it from scrap steel.
