do they get sunlight?.... good water?.... you don't prune them do you?...blackberry grows a long cane with leaves THIS year, then puts out flowers and fruit the NEXT year... so the long canes must remain on the plant for it to make fruit.... read here..

the only other problem I can think of is that your winter isn't cold enuff for them to get their 'chilling' that is needed.....

There are many reasons why a blackberry bush may not produce fruit.
Blackberry Bush Viruses Causes Blackberries Not Fruiting
Fungus Causing Blackberry Bush That Won’t Grow Berries
Pests Causing No Blackberries On A Blackberry Bush
Other factors like soil nutrients, heredity and the number of pollinators can also affect how well a blackberry bush fruits.
Soil – Have soil tested to make sure that a healthy balance of nutrients is in the soil. Amend the soil if you find this is not the case.
Lack of Pollinators – Limit the use of pesticides around the blackberry bushes to make sure that pollinators can get to the plants.
Heredity – Make sure that you only purchase quality varieties from reputable nurseries. Wild or poor quality blackberry bushes can come from stock that simply cannot produce large, quality blackberry fruits.

blackberries fruit on the previous year's growth. if you are cutting back and pruning out that growth you won't get fruit!
Try leaving them "Wild" for a year then cut out old and diseased shoots leaving the current year's growth well alone.
