is there a dog collar or harness that they can't slip out of or break?

We have a shepard/ pit bull mix who is 2 years old. She has slipped out of her anti-pull harness and also pulls very hard on it. She broke her choker chain (snapped a link). She can back out of a regular collars so we need either something the tightens or a harness that can be worn while chained up outside.

Update:

just to be clear. I am not chaining her up for long periods. She is out for a half hour here or there and that is when she is excaping. she wants to go swiming in the lake down the street. i have even taken her down there on the leash and let her swim. She still just wants to get there whenever possible. I am not a bad pet owner and love our dog very much. She likes to be left alone to poop or I would never tie her out.

i use a prong collar(buy a good one) when walking only, they work really good also have a pocket full of treats just small broken up pieces works it makes them pay attention to you i treat when we go by other dogs and theyre good. or when walking nice. i also keep a harnesses on my dogs for more control i have a pit also i tie out so i buy heavy duty cable and i replace harness every year ive heard they can break down with weather and sun the plastic clasps so i think if you replace yearly then ok. also when theyre outside i throw treats all over to keep them busy and happy.

Martingale collars or prong collars. Prong collars are perfect for walking, it usually only takes the dog a couple of really good pulls before they realize it's not worth it. Make sure you have someone show you how to use it properly, you could really injure a dog if you don't learn how to use it, or get one that doesn't fit right.

A martingale would prevent her from escaping at home, but you need to be very careful, because it doesn't take a dog long to choke themselves.

My sister's GSD/APBT mix slipped her harness tonight while we were at a gas station...she saw a little girl and NEEDED to go see her lol It's very scary when that happens.

She really ought not be chained up outside for long periods of time. I have no problems with occasional chaining, but there is something mental that happens when dogs are chained 24/7. Not saying you do that...

As for a collar, have you tried a nylon martingale? On a walk I would highly suggest a prong collar.
