    The correct answer is -

    Yo quise decir el proximo lunes. Note that "I meant to say next Monday" and "I meant next Monday" are the same thought. To "mean" uses the phrase "want to say." It's an idiom (a modismo) in spanish. Thus, to say "I mean....:" you say "yo quiero decir...."

    The confusion going on has to do with which past tense to use to express "meant." This is going to be the past tense of querer (to want) so that you're saying "I wanted to say next Monday."

    The preterite (quise) is used in this case because it's a one time thing and not a pattern of behavior. Using the imperfect would mean that you used to mean next Monday (and made that mistake over and over) in the past but you no longer mean next Monday. Doesn't make sense, does it?

    This issue of when to use the imperfect causes much confusion. Even amoung native speakers. So make sure you know the theory and correct useage of the imperfect. Do not attempt to learn this tense by listening.

    Even if it takes a couple days to get an answer at least i will have more assurance of whats correct.
