you mean can deaf people hear the vibrations they make when they're talking. Yes they can. like hearing Beethoven hearing the vibrations of the piano music. Its more like feeling.

No because you are deaf you make talking makes a sound and deaf means you can't hear sound.
That's what deaf and dumb means (Horrible thing to call someone) It's means deaf and not able to talk.
