I guess u are looking for a freeware solution....

For creating simple bookmarked pdf-files u could use: http://www.elfima.com/enotepad.php

    advantages:

    - simple to use

    - can edit the pdf-files it created

    disadvantages:

    - can't load 3rd party pdf-files

    - can't do things automatically

    - no "what u see is what u get" , editing is done in textmode

tip: study the example pdf-files available on the website (download and load into elfima notepad)

A more advanced pdf-creator is helpNdoc (http://www.ibe-software.com/) but the freeware version has a text at the bottom of each page in the outputfile. But if u can live with that it's very usable.

    advantages:

    - editing is done in a graphical envionment wich is userfriendlier then text-only mode.

    - can export (compile) to pdf, chm (windows helpfile) and html

    disadvantages

    - can't edit it's own output directly (and no 3rd party pdf-files) but only the projectfile (a .hnd file) so if u want to edit a created pdf-file u need the projectfile that was used to compile it.

    - slightly annoying message on each page.

    - u can't use it for commercial projects (to make money, read the licence) but that means it should be ok to use the output for noncommercial distribution.

When u don't want to pay money but want to add bookmarks to existing pdf-files (and note: often existing pdf-files are passwordprotected anyway) u could use a utility that comes close to doing that:

http://www.stdutility.com/stduviewer.html This freeware pdf-viewer also supports some other formats AND can add bookmarks BUT those bookmarks don't become part of the file. So when u for instance move the file the bookmarks are gone. This utility may be handy though if u have a library of pdf-files in 1 place and want to have customized bookmarks to points of interest. (the bookmarks can also point to the top of a page only)

There are good freeware utilities to create pdf-files like dopdf (http://www.dopdf.com/ , a "pdf-printer"), but they have only little to no bookmarkfunctionality. When u would buy something like novapdf (from the same site) u would be able to for instance make a document in word and convert it to a categorized (bookmarked) pdf-file wich would work a bit easier then using helpNdoc i guess. But this is a matter of priorities.

So as u see there are a lot of options, so i would be carefull with buying anything untill u are sure what u realy need.

And while im at it, there is a freeware utility i like called "quick pdf tools" :

http://www.quickpdftools.com/ that can extract existing bookmarks to a textfile and some other handy things. Also the pro version might be interesting, it all depends what u mean be "creating" and how u want to "create".

Maybe you can try to merge your all categories PDF files together and then add bookmarks with categories names for your to easy jump to them. A-PDF Merger can help you do this job, add all your different categories PDF files together, then use filenames as bookmarks, then merge them, you will get your wanted PDF file as soon as possible.
