Whitish crust on top of jelly?

Jelly that I've used before sometimes get a whitish, grainy crust on top. At first, I thought I'd contaminated it with butter or peanut butter, but I've used a clean spoon on new jars of jelly and it still gets the crust. Then I thought it was frozen, but that doesn't seem to be it either.

What the heck is it? Is it safe to eat?

    If it's homemade jelly oftentimes the sugars and pectin form crystals after it has been processed. It is fine to eat. Store bought jelly has preservatives that keep this from happening.
