One of the best ways to find neighbors in farmville is to go to the farmville forum. There is a section there called finding neighbors.

What I did was set up a separate facebook account JUST for Farmville because you have to add the people as friends to add them as neighbors. Then I added the Farmville app on the new account and added people right from the App page, people post Add Me's in the comments
