How do I install the Windows 7 Beta Language Interface Packs?
I have a friend who's trying to install the Japanese language format into the IME bar in Windows 7, but the language isn't included natively, so she downloaded and burned an .iso for the Language interface packs. The instructions state to go to Control Panel, and click on "Install additional languages" under the "Clock, Language, and Region" applet. The problem is that this option does not exist on her computer (or mine either, for that matter.) Is there a workaround so it can be installed appropriately? Or perhaps it can be manually installed?

I'm afraid there's no .mlc file available on the language pack CD to open, and I really don't think my friend should have to upgrade to Ultimate just to get the functionality that XP and Vista have had all along. Any other ideas...?

1. Log on to the destination computer as an administrator or use an account with administrator privileges.
2. Insert the Windows 7 Language Interface Pack (LIP) CD.
3. Open Windows Explorer by right-clicking Start, and then selecting Explore. Navigate to the root of the directory in the Windows 7 LIP CD.
4. Double-click the .mlc file. The Setup program starts.
5. Select the LIP that you intend to install and follow the instructions provided by the application.
After the LIP language is installed, you can change the User Interface language by using the Regional and Language Options Control Panel. To open the Regional and Language Options Control Panel, click Start, type intl.cpl in the Start Search text box, and then press ENTER.

Yes, Language Interface Packs (LIP) can be installed on any version of Windows 7, but only translate around 80% of the system.
To install a Multilingual User Interface (MUI) you need to have Windows 7 Ultimate.
Anytime Upgrade to Windows 7 Ultimate
Type Anytime Upgrade in the Search programs and files box in the Start menu and click on the Windows Anytime Upgrade icon. From there, you can buy an Anytime Upgrade to Windows 7 Ultimate. Then your can enter your Anytime Upgrade product key and perform a simple upgrade to Windows 7 Ultimate so you can install a different language.
If you are in Australia, Belgium, Canada, France, Germany, Italy, Japan, the Netherlands, Spain, Sweden, Switzerland, the UK, and the US you can use Anytime Upgrade. If not you will need to buy Windows 7 Ultimate, or buy Windows 7 in the language you need.

Install Language Pack in Windows 7 Ultimate
1. Start -> All Programs --> Windows Update --> Optional Updates.
2. Open optional Updates and go to the section Windows 7 Language Packs.
3. Tick the Language Pack you want and hit OK
4. Proceed with Install Updates

6. Automatic install initiated after download
How to change the Windows 7 Display Language:
1. Go to Start -> Control Panel -> Clock, Language, and Region / Change the display language
2. Switch the display language in the Choose a display language dropdown menu.
3. Click OK
4. Log off for the changes to take effect (This will affect only the user profile under which you are currently logged on).
