What does the Filipino need to be eligible for the Tourist Visa? For what reasons would he or she be denied?

I had a couple of Filipino friends who tried (about 10 years ago) to get tourist visas to visit relatives in the USA. They were denied visas because they had no "ties to the Philippines", meaning they had no land or property ownership, and they had strong family ties to the USA.
I guess they figured my friends were not going to return to the Philippines.
As I said, this was more than 10 years ago, so things may have changed.
