What will the SEC, ACC, and Big East do?

If they want to go to 16 teams then why not add Clemson and North Carolina. What's left of the ACC goes to the Big East or vice-versa if the Big 10 gets Notre Dame, Rutgers, Pitt and Virginia Tech.
