Rather than worry about a free checkbook, you should contact your bank and report those missing checks. Close that account and open a new one. Depending on the bank, you might get that free checkbook with the new checks. But it depends on the type of account you have as to whether you have to pay for the checks/checkbook.

Your bigger concern should be cancelling your checking and getting a new account.
Checks aren't free. Only the starter ones are. And, you cannot use those in most retailers since they do not have your name imprinted on them. You could use them to pay your bills. Also, when you open a checking account these days, most banks automatically order checks for you. Most banks will require that you have $20 or whatever checks from their vendor cost. So, in essence, you are not going to get a free checkbook. And, really, why should you? The bank didn't lose your checkbook, you did.
