What kids' movie (I think from the 90's) had this scene?
Two girls were making pig faces at a dog or something when a boy ran up and slapped them on the back, causing their faces to freeze up. The girls lookrf at each other, screamed and ran off.
It was a goofy kids movie and I think two kids were talking and one was telling the other about the dangers of making faces.

The movie is One Crazy Summer with John Cusack and Demi Moore. The girls were making fun of one of the main character's mangy dog with the cone collar on it.
