I want to be in a relationship?

But I don't want to be in love. In fact, I don't even want the relationship to work out, I just want to be in a relationship for the first time in my life. Is that wrong?

If you make it clear to the other person that you don't love them just want the relationship bit then no. It's only wrong if you are pretending it's a relationship where you love them.

If it's the dating scenario you are after then why not just go out with a guy but go out as friends rather than partners?

It's not wrong at all. Just be careful not to lead someone to believe that you're more serious than you actually are. People get hurt that way.
