It's disrespectful, but not against any law I'm familiar with. Now if it were on a public flagpole I'd point out to who ever made the mistake that NO flag flies above the Stars and Stripes. Not even the U.N flag.

There is a law dealing with flag respect but it defines a custom and doesn't actually proscribe any punishment for disrespect. There is a separate law dealing with burning or defacing flags but this doesn't appear to be the case where your concerned. To the best of my knowledge and unless your city or state has some separate law or ordinance, there is no reason to report because it isn't a crime.

You can call the non-emergency number of your police and ask but I expect they will tell you it isn't illegal.

You can't do a damn thing.

They could even burn the American flag and leave it there all burnt, and you still can't do a damn thing.

There's nothing in the Constitution that says anyone owes allegiance to the US Flag; there's no mention of the flag at all in fact. Kids in school aren't legally swearing any oaths, and no citizen is ever required to make any oaths of allegiance to the government unless they're joining a governmental organization.

The best thing to do would be to stop worshipping a piece of cloth.

Display of flags is freedom of speech. Flag "laws" are not laws - only guidelines for etiquette. I agree that this type of display is shameful. But if it is his flag pole, on his property, no one has the right to make him display them differently (unless he lives in a neighborhood that has rules about flag display).

No one, they are not breaking any laws. I'm as patriotic as they come but I have to ask you this, if you moved to England or to Canada, would you put their flag above the stars and stripes? Just saying, they have every right to fly their flag and to put it above ours. You don't have to like it but there are no laws broken.

What they are doing is a violation of the US Flag Code.

Call the CIA to deal with these spies. They could be also be terrorists, who are secretly making plans to bomb the local schools.
