Depends how soon Kagan gets on the court. He has the court in his pocket (mostly Dems), but Arizona is heavily Republican, and currently most of the justices are conservative. If she is on the court before the case gets there, he will probably win. If not, Arizona will probably win.
PS - the law is completely constitutional. In the 10th Amendment, any power not given to Congress is left for the states, and since there is no direct mention of immigration in the Constitution, the state (Arizona) has the power to determine it. So I guess if everyone (including Kagan) is logical about the law, it will end in Arizona's favour.

Arizona because sanctuary cities have been subversive to the federal government for 30 years and haven't been taken to court. You can't selectively enforce the law and expect the courts to support you. YOu either get everyone in trouble for it, or you ditch the law.
