You can't drive on a foreign licence for more than three months so just do the written driving test, show them your foreign licence (so that you don't have to do the driving part of the test) and you will have all the id you need.
Remember to take a copy of your foreign licence first as they will steal this from you when they give you your Florida licence. Better still, make a really convincing copy and hand that in rather than the real thing. That way you have two licences. Two is always better.

You have to showcase your legal status in order to gain a Document from the State government of Florida.....which includes ID.
