I am a time served decorator:- If your walls are emulsion-ed, especially matt finish, it is a bit porous so cleaning is a bit tricky. Sugar soap is as strong as you should use really try a corner out of sight.(try Flash)
In some superstores they sell J.M.L. products, the block of cleaning stuff is great, you cut it to size and use it like sponge, just use it with care.

Sugar soap could take the paint off, you'd have to try it on a small section first. You need to rinse it of well as it leaves a sort of gritty residue. As it's usually used for painting preperation.
Try some white vinegar in with hot soapy water. Those eraser sponges are very good as well.

I swear by sugar soap - it is very effective and has never taken my paint off unless it was beginning to peel already. You can use it strong to prepare for repainting or weaker for cleaning - instructions for both are usually on the package.

sugar soap is the best thing on the market to clean walls with and is quite friendly to paint. unless you have a water based paint on your walls that is ( which is highly unlikely )

I washed cream emulsioned wall with hot water, plenty of clean cloths and a little bleach added to the water to keep the cloths clean. The wall's matt cream emulsion, was a dirty beige with dirt.

BILLC is right. Also you could try washing up liquid in hot water. Good luck.
