No substitute for shopping around

There is no one cheapest company. The only way to do is to spend as much time as you can shopping around and comparing. Fortunately it's made a lot easier these days as we have the likes of confused.com and gocompare to do a lot of the work for us.

Don't forget to compare like with like. For example, one very cheap quote might only be cheap because it has a very high excess (the amount you have to pay in the event of a claim).

I would say Direct Line. For me and all my friends, it was the cheapest for the first couple of years. Plus, they do 10% off for new members and 10% off for creating/renewing a policy online. Also, if you have a member of your family with Direct Line, you get another discount.

There is no such thing as cheap insurers.

I change my insurer annually because they are not the cheapest at the time.
