Hamlet is having trouble with a big decisions. He prevaricates - very common.
He is having trouble with his girlfriend and has commitment/sex issues.

Because Shakespeare wrote about human nature, not about a simple plot relevant to the time. This plot can be adapted to almost any setting, with new characters, and in new languages. People understand the characters of Hamlet, and the actions aren't considered to be horrifying or wrong because that's what some people might do, even in this age.
