i am applying for a scholarship and it asks for a resume, and under high school it asks for type of program. just curious about what that means.

A "resume" summarizes your life experiences. If you have never had a job, you could list previous education, scholastic awards, sports programs you participated in, and other achievements that would make YOU stand out from the other candidates and why YOU should get the scholarship.
High school program ? They want to know what kind of classes you took and how your grades were, whether you received any student awards, or were in any advanced or enriched classes.

It wants to know what you studied in high school. If you were pre-college it was probably an Academic course of study or Academic program as opposed to a technical or vocational course of study.
