Very interesting question. At first glance, I said no. But after giving the question a little thought, the answer is yes in a way.
1) Even though the rim diameter is different, you could still use the SAME shell holder for both cartridges.
2) The overall cartridge length is different, but there is no rule stating that you must full-length resize your brass every single time. Both cartridges could shoot same diameter bullets even though the neck diameter is slightly different. If you use a 9mm die to resize the neck of a 38 super brass, you'll get a slightly undersized neck but the size difference is not big enough to prevent you from seating the bullet. So, you CAN use a 9mm die to partially resize a 38 super brass.
3) Can you use a 9mm die to seat bullets into a 38 super brass? Definitely.
4) Can you use a 9mm crimp die to crimp a 38 super case? Yes. Taper crimp dies for 9mm and 38 super cartridges are actually interchangeable.
The only immediate problem you'll encounter: De-priming your 38 super brass. If you can find a way to de-prime your 38 super brass WITHOUT using a 9mm die, you can actually load 38 super cartridges with a 9mm die. Lee's universal de-priming/de-capping die and Lee's de-capper will allow you to do exactly that. Of course you can not use 9mm dies to load 38 super cartridges on a regular basis. You still need to full-length resize your brass eventually. But as a temporary solution, 9mm dies will actually work (after you took care of the de-priming problem).

Not easily nor recommendable. In my younger and foolish days I used .38 Super dies to load .380 acp, 9mm and .38 Super. Just buy the dies you need for the proper caliber; remember, .38 Super is semi-rimmed while 9mm is rimless so that makes for a lot of monkey work.

Always i used 9mm die to reloading 38 sp . only must Chang shell holder and adjust for 38 sp.
