The whole idea of women being ashamed to expose their breasts is a VERY recent development in Sociological terms.

In a large potion of the world, it isn't shameful for a women to show her chest...

It is only because of the Judea-christian/islamic rape of the world that it has become something HORRIBLE to see a woman's breast.

In the Middle East, their men are such pigs that if a woman shows even an ankle, the male might just lose all control and ravish her there on the street so they force their women to go around with tarps thrown over them because their men are animals.

Yet in France, they have advertisements from large companies like Dove showing a naked woman, with her breasts exposed and no one bats an eye...

It is pathetic that so many people are so shallow and retarded that they must freak out over a little skin.

The whole thing about women having to cover their breast is a relatively new thing brought on by religious ideas from some king, dictator or pope, for unknown reasons. A wild guess would be that it started after 1500CE

It seems unfair, but I guess it's because women have very different sized busts. Really though, when you think about it, most guys I see should not be going around without shirts!

That's to protect you, because most men can't handle the sight of bare breasts in public. I say you should have the right to exercise the same same freedoms as men, if you choose to do so.
