in pokemon silver gbc. where can i get a picachu?

Pikachu are very rare in Silver. I found nothing that specified between night and day, but what I did find is that they only have a 5% rate of appearance. When they're that rare, all you can do is waste your life walking through Route 2 until you find one.
Staryu are a little more common. You can find them on Routes 19, 34, and 40, Olivine City, Cianwood City, Union Cave, Cerulean City, and Cherrygrove City. They are still considered rare though.
The rates for the various locations are as follows:
*Rt. 19, 34, 40 - (night)
Good Rod 10%
Super Rod 30%
*Olivine City - (night)
Good Rod 10%
Super Rod 30%
*Union Cave - (B2F) (night)
Good Rod 10%
Super Rod 30%

It's pretty uniform in the fact that Staryu is nocturnal and mostly has the same rates in all areas, but I separated it for you for easy reference.
