The smaller your feet, the better.

Shoes were designed to look as small as possible if people were rich and were very close fitting with tiny buttons up the sides, that required a 'button hook' to do up.

Owing to long dresses that virtually covered the shoes, footwear wasn't a big thing during the Victorian era. Also the "Victorian Era" lasted nearly 100 years so styles changed within that century. Much like today a woman's shoes differed depending on her job and class. A typical working class woman might have one sturdy pair of boots that she wore every day. Black and flat soled with laces up the front. The higher class woman walked around in flat slippers sometimes decorated with embroidery or painted on patterns but often plain because it's not like anyone could actually see your feet. There are so many sites that show drawings of the originals and pictures of reproductions that I couldn't decide which one to link to.
