No. Concussions have occurred in football all along. Only now are teams paying more attention to the damaging effects.
Years ago, a concussion was laughed off as "just getting your bell rung". Instead of a trip to the hospital, a player was sent back into the game. It was a foolish thing that has affected many former players' lives.

There are several things going on here! Today's players, in general, don't wear the helmets rights, they are too loose. Heck, they don't even properly strap them up. Also, today's players are bigger and stronger. When they wore those leather helmets, there was little to no off season workouts and training. Many of the players had to work other jobs back then. Lastly, they now know how to diagnose concussions more. In the past, they didn't worry about concussions if you were conscious!

Maybe they need to make all protective gear out of nerf then no one would ever get hurt. More than any other reason its due to the size of players and the athleticism of them.
