It is not around a septic tank, and I thought about the slime mold thing, my parents back in Indiana had one that looked like the link. Maybe it's some relative. It's growing surprisingly fast, ~1inch/minute. Thanks again for the quick responses.

It sounds like a fungal mold called "scrambled egg slime".
