What do colleges look at more, the classes or grades?

Is it true that colleges look at the difficulty of your high school classes rather than the grades? Of course a high GPA looks good either way. But I've heard several people agree with this and other people who say it's a myth.

So, to a college, what's better, an A in a regular level class or a B or C in an upper level or AP class?

    it's mostly a mixture of both -

I've met people who work in admissions, whether they decide to accept someone is more of an informal process than anything... they decide on the impression that they get of each student

It depends on the rest of your application. If you got straight A's in regular classes, that looks bad. If you got straight C's in AP classes, that also looks bad. But most students are a mix of those two extremes and that's where it really comes down to the perception of that particular school. If you're getting A's in challenging courses and have one regular class in which you got an A (that isn't required for graduation, like PE), one school might think you weren't pushing yourself by taking an easy class. Another school might not care.
