GMRS Radios for CERT Teams?

I'm a licensed amateur who is also trying to offer non-Amateur CERT members a hand-held radio option that they can purchase. The standard "bubble pack" units are not what we're after and that seems to be all I'm finding in my Web searches.

First question: If individuals buy these radios and tithe to the FCC for a license, can they legally be used to support CERT/disaster response drills?

Second question: Suggestions for a GOOD radio (not the bubble-pack junk). Ideally:

(1) GMRS channels, plus FRS channels

(2) Tone code capable

(3) 5W GMRS output (yes, I know the FRS will be at lower power)

(4) Must have AT LEAST an earphone jack, prefer speaker mic or headset/mic option

(5) Preferably the ability to add an after-market antenna, assuming that it comes with a junky one.

Third question: Recommendations for a reasonable-priced GMRS "base station" (a mobile in Ham-speak) would be useful for EOC use, but I'm finding squat in that world. I'd rather not resort to using equipment "out of band". The people with these radios will have personal licenses.

Any help would be greatfully appreciated.

    1-yes

    2-just get a UHF HT(hand talkie) amateur radio and mod it for MARS/CAP

    3-just use a UHF amateur radio and mod it for MARS/CAP
