    EDIT WHOLE ANSWER:

    I was assuming you were running an AMD Phenom II processor.

    What is the rest of your build?

    DDR3 runs "Double Data Rate" meaning the speed rating of the memory is "double" the actual frequency of the memory. CPUID reports "Actual" frequency. Double what it reports and that is your "effective" speed.

    The memory runs at the speed of the FSB of the processor you are using and has nothing to do with it's "advertised" max speed. You need to overclock it to make it run faster, but that can be hard on the CPU.

    If the supported frequencies are less than the rated speed of the memory:

    The memory is not "officially" supported by BIOS and/or the motherboard and is regitering the SPD incorrectly

    The motherboard and/or CPU has a limitation as to what frequencies work.
