Always run ram in unganged mode, and if its showing only 1066mhz you have to get into the bios and raise the memory multiplier till you reach 1600mhz....Also make sure the timings are set correctly and the Dram voltage....Its all on the sticker on the side of the memory module....
Also found this for that board....
Memory Standard: DDR3 1866(OC)*/1333/1066 * To reach DDR3 1866MHz or above, you must install two memory modules and install them in the DDR3_3 and DDR3_4 memory sockets.
Try it like that and it should show the 1600mhz frequency......If not then raising the memory multiplier will get you to 1600mhz.....

Ganged mode basically allows all the cores of the processor to see the whole lot of memory as one big block while unganged mode gives an equal but separate portion of memory to each core to play with.
Unganged is better for multitasking as each core has its own dedicated memory portion.
Ganged is better for games or other programs that will take a massive amount of memory while running as all cores can get easier access to the big memory file since the memory isn't portioned out.
Its up to you really, i have it ganged and sacrifice a tiny bit of boot up speed after log on to make sure my games are running optimally.

MOST LIKELY, THERE IS EITHER A PROBLEM WITH YOUR BIOS SETTINGS. CHECK THEM VERY CAREFULLY, AND BE SURE TO CHECK THOSE AGAINST WINDOWS REPORTED MEMORY AND SPEEDS, TOO. .. IF YOU CHANGED THE MEMORY RECENTLY, YOU MAY NEED TO RESET THE BIOS TO ADDRESS THIS ISSUE...ESPECIALLY IF THIS IS THE RATED SPEED OF THE PRIOR MEMORY. OTHERWISE, THE MEMORY MAY SIMPLY BE RUNNING AT THE MAXIMUM FREQUENCY YOUR BOARD CAN HANDLE...
