How can I get my revoked Minnesota driver's license back without hiring a lawyer?

I was pulled over for no reason, and the officer refused to take my blood/urine sample, took my license plates, cut the corner of my driver's license, and impounded the vehicle.

My lawyer told me that he can win the case, and that I have only 8 days before I lose my license permanently. He asked $2000 for the criminal charges which I borrowed, but he wants another $1500 to get my revoked license back. Is there any way I can do it by myself if I pay the $325.00 fee? I live in Minnesota.

Update:

I am going to hire the lawyer for the criminal charges. The driver's license has nothing to do with court. Its Minnesota Department of Public Safety, and I want to avoid that extra $1500.00 if possible but I don't know how. I tried to learn on the internet but have gotten nowhere.

Update 2:

I am telling the truth. I was drinking at home when my friend's car broke. He parked it in somebody's driveway and called me to give him a ride back home. I stopped my car on the shoulder and picked up my friend then the cop followed us for about 1/2 of a mile before he pulled me over. I had done nothing wrong, but I had some alcohol in my blood and I am positive I was not over 0.08 limit.

    you can represent yourself in court, but if so you should definitely go online and review the law, when a person represents them self the prosecuter likes to try and get the win by using small little technicallities that they think an average non-criminal justice citizen would be unaware of, thats one way but to be honest if you can afford it go with the safe bet and pay the extra 1500

    The officer is not allowed to take your car, your plates, and your license for no reason whatsoever. Either you're not telling the whole story, or the story you're telling is not true.
