How long can you keep changing your display name in Runescape before losing username?
I know that you can change your display name every 28 days but I remember reading something, somewhere that said after a certain time your original username will become available to other players.

Your Username will become useable to other players, although the chances of someone taking it can be quite rare varying on your username. It'll never truly be taken though, considering you still use it to login. :)

"Held names
Once a user has chosen a new Display Name, his or her old one will be held for an amount of time. The name will be held for the 28 days in which the user may not change his or her name, and then for at least 7 more days, depending on the time the original name was held. This is so that he or she may revert to his or her old name if he or she wishes. Once these days have passed, the old Display Name will no longer be on hold and can be taken by others.
When a player changes his or her display name, a little icon will appear to the left of the name on the Friends list of any player who has him or her added as a friend. By hovering their cursors over the icon, players can see the old name of an account, so as to avoid any confusion. A similar update has not been made for the Clan Chat. The blue icon will dissapear once the players previous name becomes unavailable, confirmed by Mod Grantham"
Aside from this, the only other method of having your username open for the taking would be to have your account deleted by Jagex - involves a permanent ban, or will occur should you decide not to appeal.

Based on my knowledge of that feature, your user name on Runescape will never become available to other players no matter how much you change the display name in the game. The display name is primarily for allowing a user to use a different name instead of the user name to help minimize chances of getting hacked. Other than that, it is completely up to you if you want to use it.
The only way your user name would be available to other players is if you somehow had your account deleted (usually occurs after a legit permanent ban is in effect for a very long time, if at all)
