How do I change these fuses?

There are four fuses in my fusebox that have some kind of black plastic thing around them, which prevents me from taking them out. One of the fuses is blown so I need to change it. I just can't see any way to get the black plastic thing off. Any help is appreciated.

Update:

No, they are not cartridge fuses. Behind the plastic thing is a normal screw-in type fuse which I can turn the individually , and would be able to remove them if not for that black plastic stuff.

Update 2:

It turns out that the black plastic thing 'paired' the fuses I guess.

I pulled the top two fuses out along with the black plastic thing and was able to change the fuse.

When I first tried, I guess they were stuck and I didn't want to pull too hard, but they came out easily enough and I was able to change the fuse.

    It looks to me like they are meant to be pulled out either two or all four at a time. I presume so on a 220v circuit you would not leave one leg live. I think if you pull the whole plastic holder out you will find a way to open it and change the individual fuses inside.

    Are you sure they are not cartridge fuses and you need to change the wholde thing?
