Why are my clothes becoming all 'bobbly'?

I've recently moved to a new area (Southwark, in London), and find that my clothes are now starting to go all bobbly. I'm sure you know what I mean by that, but generally they're just not as pleasant to wear.

Obviously changing area means changing the water that is used to wash them, but Southwark is 'hard' water, and I'm fairly sure I've always been in hard water areas. I've also obviously changed the washing machine I've been using, but kept the same detergent (although I have started using softener too).

The weird thing is that this is the fourth area of the country I've moved to in as many years, and this has never happened before.

What do you think may be causing it?
