Am I eligible for CSU admission as a junior transfer?

I'm planning to transfer out of community college and I've completed the IGETC because I have been looking at taking the UC route, but now I also want to apply to CSU's as a back up. I haven't taken speech as one of the English requirements for CSU's (I believe it's area 1c on IGETC), and I was wondering if they'll still consider me for admission. I have completed all other requirements and have a 3.12 GPA.

    I work at one of the csu's and to be an upper division (junior) transfer, you must have 60 units. Among those units you must have English (basic engl 101), speech, critical thinking and college level math (statistics or higher.) these 4 requirements are called the "golden four."

    You need to complete/or in progress of completing all of Area A and the math portion.
