When first time "the ground wire" installed in canada to became a safety regulation?
I knew some house has 2 (+,-) no ground power outlet some has 3 holes at receptacle. I want to find out, does 2 holes receptacle has case ground or no ground wire at all?

The *case* or armor of AC cable can act as a ground totally separate from the neutral conductor, but in the earliest versions of Romex, there was no ground wire and therefore no way to get a ground from it as it did not have a metal jacket. In the two wire system the neutral conductor is used as the ground, as of the year I would have to go back through the code books to tell you that.
