Maryland regulation on assault rifle parts kits?
Can someone under 21 legally own an incomplete regulated firearm in Md, minus the receiver (barrel, bolt carrier, handguard, pistol grip etc.) Say, unassembled parts to an AR15 or Ak47...and can the same person legally buy/sell/transfer 'parts' and/or 'parks kits' with the exception of the receiver?.. if so, is the receiver the only part that requires an FFL?

According to federal law, if you don't have a working receiver, you don't have a firearm. It is hard telling what Maryland calls a firearm. Barrels, triggers, and bolts are just hunks of metal if you don't have a receiver according to federal law.

I'l say that the reciver is the firearm. All other parts should be legal to own and sell. This following link does not mention parts but only that a regulated firearm must be sold by a registered dealer and a 7 day wait is necessary.
