care of a white cotton blouse- bleach and starch?
I know I basically want to bleach and starch it to make it nice and white and crisp again, but I have no idea how to go about doing this! Can anyone give me some pointers?

Bleach can rot fabrics and isn't very good for washing machines. If your blouse is grey/dull wash it stuff that is used to whiten net curtains. There are plenty of products on the market that will make whites white again. A cup of washing soda added to every wash will do it and it is so cheap. Always wash whites separately.
Before my washing machine arrived I soaked all my white work shirts overnight in biological liquid and then washed them through in cold water. I got more comments at how white they were from strangers. The Japanese wash all their clothes this way.

I wouldn't use bleach unless it really needs it. If it is looking dull, you could try a bleach alternative (Tide makes one) and this will brighten it up. If you do decide to bleach it, just add a capful to your washer in the wash cycle and let it mix in before adding the blouse. I would set it on an extra rinse cycle too. (cool to warm water setting, hang to dry)
As for starch, you can use spray starch when ironing, you can find it at any department store or some grocery stores. Just spray then iron and it will slightly stiffen. Start off with just a little spray, don't overdo it, after a few times you will know how much to put on.
