Watch with extra numbers?

I've had a watch for a while now, and i just noticed that it has two rings on the outside that goes clockwise from 05 (over 1:00) to 60 (over 12:00). It also has a second ring over that that goes counter-clockwise beginning at 60 (over 12:00) ending at 950 (over the 4 minute mark). Can anyone explain the functions of this?

    The 5 to 60 ring is the seconds scale. The 60 to 950 scale is the tachy scale. You use it to convert the number of seconds it takes to travel a mile into miles per hour.

    It's not really a watch function, just time and speed reference. The numbers are on a tachy bevel. You check your times in seconds through a mile. If you are going 60 MPH or faster the dial will show your speed.
