Its normal. Penis sizes can vary, and really age has no bearing on this. When soft, guys normally hang between 1 and 4 inches, with some rare exceptions hanging well further than that. That being said, guys who tend to hang lower also dont get much further when erect. Again, this is not true in all cases. He sounds about average.

I am 19 and 6 foot 4 and about 9 inches erect and maybe 3 inches soft. So if he is younger than me maybe his penis will still grow. But I think mine stopped growing at maybe age 16-17. Although I don't think penis size is related to tallness more of hormones and stuff I think.
