How do I format a CD-ROM disc with external drive?

I have a Samsung External DVD Writer SE-S084.

I bought a set of blank discs. Every time I try to write files to a CD-ROM I get some sort of error message, such as "Please insert a writable disc" when I use Nero. In Windows I get the message "The Disc is not writable or it is full." I believe I have to somehow format the CD-ROM but I have not been able to find a way to format the disc. How can I do this?

    I know Samsung External DVD Writer SE-S084 is a good dvd writer, maybe you can try to clearn the dvd burner drive lense, or try to use another blank cd disc and write files on another computer. If still failed, maybe dvd burner drive is broken, I think there's a compatility problem between the dvd burner drive and the burning software, you can try to use a better software to help you, such as RZ Free DVD burner, it's free, and high compatibility, it can directly burn any files to any DVD disc, maybe you can have a try. You can yahoo or google search download RZ Free DVD Burner, hope it could help you!

    You can not format a usual CD (until it's CD-RW). And if you aren't able to write a new blank CD then most likely something in your Windows system goes wrong.

    In any case instead of monster Nero I'd recommend to try ImgBurn ( http://portablefreeware.com/index.php?id=583 ) - maybe it helps.

    It needs to be a CD-RW www.en.wikipedia.org/wiki/CD-RW

    whereas it sounds like you have just a regular CD-R en.wikipedia.org/wiki/CD-R Which is a one way system im afraid, if you messed up then the diskis unusable.
