Try Poltergeist. That's a pretty safe horror movie to start with.

The original "Halloween" directed by John Carpenter. He uses suspense and lighting to scare the audience, there is no gore in Halloween (1978), plus it's widely recognized as a masterpiece and the greatest horror movie of all time.

The Orphanage - Is an excellent movie. Rated R but you can check the Parental guide on IMDB if you're concerned. In my opinion it's not anything I would have a problem with allowing a 13 yr old to see.
The Haunting - The 1963 version can be very scary depending on how jaded the young one is... I recommend it though. Hope that helps!... ;)

Start slow with shows like The Twilight Zone and Tales from the Darkside and find out what she likes and base your movie picks on those themes.

Poltergeist was my first horror movie. Its PG and most of the scares are "halloween" (i.e. ghosts) scares. There is barely any gore and nothing really disturbing, but its still pretty scary.

Has she seen Psycho (1960). It is a good film.
Is she old enough to handle an old R rated move? You may try The Exorcist (1973).
