why is it called socialism, when mandates are made on wall street and health insurance?

BUt yet it is not believed as socialism when a mechanic has national mandated rate, or a car can only sale for so much a profit, or a home contractor is regulated by a national mandate. Even taxis and two trucks have a national mandate. Why is it socialism for the insurance companies to be regulated not these other examples.
