Business Rates...Can anyone tell me what they're for?
I lease a rural country inn in the UK and pay 18k per year in business rates. I pay council tax for the accommodation above. I pay to have rubbish bins emptied and we are not on a bus route. The 18k is the reduced figure on appeal and i have no idea what this money is for!

It's a tax, just like most other taxes. You don't get anything for it specifically. It simply goes into the same tax coffer as income tax and VAT etc. Your local council is charged with administering the collection of it, but unlike council tax, they don't keep any of it. All that's collected goes back to central government.
