What to do about this neighbor?
There is a neighbor down the street who seems to have a problem with everybody. He has reported other neighbors for too much noise (they are not noisy at all) and complained to the police about yardsale traffic (they had a permit for the yardsale). Yet this same neighbor has very loud domestic arguements with his wife which are heavily laced with offensive language and crude name-calling. They remain in their home when they argue but the sound does occasionally reach us. I have a small child.
Another thing this neighbor does is use his leaf blower to blow all his leaves and yard trash into the street. It is a heavily travelled intersection where drivers tend to drive to fast. I believe this is very irresponsible and possible illegal.
So, in these two situations...should the police be called on them?

Yes, since they are an avid fan of the police (whistle blowing) it would be a shame not to put into practice what they have taught you...call the cops.
As for them improperly disposing of yard waste, let me aks you something. if he saw you doing it, what do you think would happen?.. I think we know the answer to that one.
Now keep in mind that you are not out spending your time trying to get revenge on this person (you have a life, unlike them,..I'm sure), what you are doing is allowing them to be enlightened as to how it feels to have something twisted around and have the Cops called on you. It is your duty to ensure he is properly educated, since he is after all the "idiot" assigned to your village.....hehe
ALso keep in mind....for domestic abuse scenarios call the cops.
For improper disposal of yard waste call the "city code enforcers"..they usually share the same office with the cops...

If you can hear them arguing clearly, then they are probably violating noise ordinances, so you could call the police. As for the leaves, the homeowner is responsible to actually pick them up and bag them, not simply blow them into the street, so he could be fined for this if you report him.
