I am assuming you mean someone who is poor and does not deserve to get assistance with their financial problems. I think that some people could do better for themselves with some education, motivation and the right circumstances. It is difficult to judge others until you have walked a mile in their shoes and many are poor through no fault of their own and due to illness or other factors are not able to overcome it or make their lives better. I believe when some people think of undeserving poor, they are thinking of those who are poor by what they perceive have been bad choices made by the person which led them into the situation they now find themselves in (such as drug usage). I guess I haven't really answered your question but it's a lot to think about. I found an interesting article about the term and it's been in use since the 18th century.

Yes. They do not deserve to be poor. It is all in our hands to make or unmake our position in life.

    You'd better believe it.
