I would say The Matrix, made in 1999, it represented a dawning of new technology in the 90s - not just within movies and digital technology but representing the 90s leap with the internet, advances in mobile phone technology and the increase of media outlets.
A few of my other fave 90s movies would be:
Goodfellas
Saving Private Ryan
The Usual Suspects
Forrest Gump
There are plenty of others but I think The Matrix represents the 90s pretty well.
