my 9 year old don't like to play with kids his age,he plays with 13,14 year old boys.that are to bad for him,a?

He only hangs out with kids,that are 13,14 years old.But the thing about it,Is these kids do a little bit more things.Then i want my 9 year old to do,or to ever do.This one more,all my son does is talk about him.every thing that come's out his mouth,is something to do with him.And i feel so bad,because he has no one else to play with around there.And he really like's him as a friend.But the boy is very bad,He has gone to jail 3 times,already.And my son wants to do every thing he does,Because he thinks,It's cool.The thing is,I feel really bad for this boy,Because he is so sweet,and will do any thing for some one.And i see he is just looking for some kind of love.Because,he lives with his dad,and his dads has 5 kids there.And the mom is not there,he works all the time.so he don't have much time with the boy.so i don't know what to do,
